NOV. 7, 2025 — SEMEY — Community activist Rollan Mashpiev is facing a lawsuit from the Chinese construction company CITIC Construction following his publication of unsatisfactory results from an asphalt inspection he claimed to have conducted on the Almaty-Ust-Kamenogorsk highway. The company, which has been building the highway for over seven years, is seeking to force him to remove the publication and issue a retraction. [18]

The decision reads: “On October 25, 2025, A. Sabitov conducted a TikTok live stream outside the Akimat building. During the broadcast, he used obscene language and shouted loudly, actions that constituted disorderly conduct and showed disrespect for others as well as disturbed the public order.” [20]
NOV. 9, 2025 — ALMATY — Ainagul Beissova submitted an objection and a legal note to the Ombudsman of the Republic of Kazakhstan, asserting a conflict between paragraph 19 of the Rules for Personal Reception along with Articles 4 and 33 of the Constitution, as well as Article 90 of the Administrative Procedural Code of the Republic of Kazakhstan. This legal challenge stems from the denial of her request for a personal audience, despite the law obliging heads of state bodies to receive citizens at least once a month. NOV. 10, 2025 — ASTANA — Sandugash Kantarbayeva was sentenced to 15 days of administrative arrest under Article 488, Part 6, of the Code of Administrative Offences of the Republic of Kazakhstan. This ruling was based on her violation of the law on peaceful assemblies on November 10 in the vicinity of the House of Ministries during a meeting organised by the mothers of soldiers killed in the army who came to speak with the Minister of Defense. These individuals are driven by a moral imperative to speak out, yet they often appear insufficiently aware of the profound personal danger to which they are exposing themselves,» reported Baqytzhan Toregozhina. NOV. 12, 2025 — ASTANA — The Prosecutor General’s Office submitted a formal motion to President Tokayev, requesting his consent to initiate criminal proceedings against Judge Assel Dosayeva. NOV. 13, 2025 — ASTANA — Kirill Pavlov filed a police report against the administrator of the Ukimet Telegram channel, citing Article 456-2 of the Code of Administrative Offences of the Republic of Kazakhstan. The complaint concerns the dissemination of false information contained in an article published on September 23, 2025, which claimed Kazakhstan was 100% self-sufficient in dairy products. Mr. Pavlov asserts that the misleading narrative endangered public order or infringed upon the rights of citizens. [43]
NOV. 14, 2025 — PAVLODAR — Community activist Yevgeniy Khabarov was denied permission to hold a protest on the grounds of submitting incomplete information. Akimat subsequently filed a police complaint against him. On November 14, Mr. Khabarov was contacted by a police officer from Police Station No. 7, who demanded his attendance for a preventive interview but refused to state the reason or provide the legal grounds for the requirement. NOV. 14, 2025 — KYIV — Natalia Sadykova, the widow of the late Qazaq journalist Aydos Sadykov, reported a further incident of stalking. Ms. Sadykova claims she was surveilled and filmed by a man of Asian appearance wearing a black hoodie, who subsequently identified himself as an employee of the Kazakh Embassy in Ukraine. After realising Ms. Sadykova had noticed him, the individual attempted to flee but was apprehended by authorities. [47]
NOV. 14, 2025 — KOSTANAY — Journalist and agricultural expert Kirill Pavlov was seized while on a business trip. Following the detention, the Adil Soz International Foundation for Protection of Freedom of Speech issued a formal statement. The Foundation’s communiqué demanded that the journalist’s constitutional and procedural rights be fully upheld and respected. [48]
NOV. 14, 2025 — STEPNOGORSK — Lawyer Denis Malyuga reported that the new head of Stepnogorsk Penitentiary Facility No. 4, Kuanysh Medeyev, unlawfully denied him access to his client, Marat Zhylanbayev. Mr. Zhylanbayev is currently serving seven years’ imprisonment after being convicted under Articles 258 and 407 of the Criminal Code of the Republic of Kazakhstan. NOV. 17, 2025 — SEMEY, ABAI Region — The Prosecutor’s Office implemented measures designed to restrict students’ access to harmful internet content. This action follows a finding by the Kurchatov City Prosecutor’s Office, which uncovered instances of students from four public schools freely accessing prohibited internet resources, according to a report from the agency’s press service. [50]
NOV. 17, 2025 — ALMATY Region — Lawyer Ainara Aidarkhanova stated that she was unlawfully denied access to her client, the convicted Aigerim Tleuzhanova, at the hospital. The denial of access was reportedly ordered by Yelzat Kanatuly, Deputy Head of Penitentiary Facility No. 10. Ms. Tleuzhanova is currently serving a four-year imprisonment term in the village of Zhaugashty, having been convicted under Article 272, Part 2, of the Criminal Code of the Republic of Kazakhstan. NOV. 17, 2025 — ASTANA — President Tokayev signed the law ‘On Artificial Intelligence,’ which for the first time establishes the basic legal principles governing the use of AI in Kazakhstan. NOV. 17, 2025 — Activist Zhanar Sekerbayeva appealed directly to President Kassym-Jomart Tokayev and Senate Speaker Maulen Ashimbayev following the Majilis’ approval of the law banning ‘LGBT propaganda.’ Ms. Sekerbayeva urgently called upon the senior officials to block the amendments, which she characterised as ‘unconstitutional and discriminatory.’ She stated that the nine associated laws “violate our rights, strangle us, and prohibit us from representing ourselves in the media and from speaking about who we are.” [55]

NOV. 18, 2025 — USA — The fairness of the criminal trial and subsequent conviction of Nazym Tabyldiyeva, a Kazakhstan civil servant and social media influencer, is assessed in a new report. The document was prepared by the Clooney Foundation for Justice’s TrialWatch initiative and produced in collaboration with the law firm Covington & Burling LLP and expert Catherine Anite. Ms. Tabyldiyeva was convicted under Article 274 and Article 378 of the Criminal Code of the Republic of Kazakhstan. [57]

NOV. 18, 2025 — ALMATY — Community activists publicly expressed serious concern regarding alleged environmental damage and regulatory violations occurring within the Baum Grove. Speaking at a press conference, the group emphasised the Grove’s status as part of the State Forest Fund and its designation as a protected nature reserve. The activists underscored the legal distinction, asserting that the grove is classified as forest land, not an entertainment park.[61]
NOV. 19, 2025 — ALMATY Region — Aigerim Tleuzhanova, a journalist serving a four-year imprisonment term at the women’s penal colony in Zhaugashty village, has finally been hospitalised. Ms. Tleuzhanova was convicted under Article 272, Part 2, of the Criminal Code of the Republic of Kazakhstan. Reports indicate that bars have been installed on her hospital room windows, and chains and handcuffs are kept next to her bed. Furthermore, a guard is on duty at all times and remains in the room with her, including overnight. [62]
NOV. 19, 2025 — Political analyst Aidar Alibayev offered his view regarding the blocking of the Respublika website in Kazakhstan. He asserted that the move signals both “the incompetence of our authorities» and “the upcoming political change.” His perspective was supplemented by financier Orazaly Yerzhanov, who stated: “The number of dissenting publications has reached a critical point, so the authorities have decided to halt this, and blocking is the easiest way.” [63]
NOV. 19, 2025 — ALMATY — A private bailiff ordered the influencer Anton Budarov to pay 1.2 million tenges in favour of Sanzhat Bokayev. However, the main legal demands of the claimant, which sought recognition that the information disseminated by Mr. Budarov constituted fake news and required its subsequent public refutation, remained unfulfilled, according to a statement from lawyer Murat Adam. NOV. 19, 2025 — ASTANA — Activist Aida Jeksenova was formally summoned for questioning by police in connection with a social media post that called for a boycott of Russian music artists openly supporting Russia’s military aggression in Ukraine. The activist further alleged that police officers involved in the questioning “politely suggested that it would be better to delete the publication.” [65]
NOV. 20, 2025 — ASTANA — The Minister of Culture and Information, Aida Balayeva, commented on the police summons of activist Aida Jeksenova, who had called for a boycott of Russian music artists. I have been following her for a long time; she is notably a very active influencer and committed civic activist.” [66]
NOV. 20, 2025 — ALMATY — A concealed cache containing a 12-gauge shotgun, which was reported stolen from a gun store in January 2022, was discovered beneath an overpass spanning the Big Almaty Canal. The finding was confirmed by the press service of the Ministry of Internal Affairs. [67]
NOV. 20, 2025 — ASTANA — Deputy Baqytzhan Bazarbek addressed the Parliament, raising concerns regarding the Unified Betting System within the Republic of Kazakhstan’s gambling industry. Mr. Bazarbek highlighted that the ultimate beneficiary of this system is a private company based in the Russian Federation. A video recording of Mr. Bazarbek’s speech was initially published on Facebook on Thursday, but it was subsequently removed by the following day. [68]
