MONITORING OF POLITICAL PERSECUTION IN THE REPUBLIC OF KAZAKHSTAN FROM MAY 1 TO MAY 31, 2021

On May 1 in the cities of Almaty, Shymkent, Uralsk, Nur-Sultan the leader of the DCK Mukhtar Ablyazov announced the rallies to demand the release of political prisoners, the implementation of the European Parliament resolution of February 11 on human rights in Kazakhstan, and preventing “the the mandatory vaccination” and price increases. More than 90 political persecutions in 20 cities and localities were recorded that day (including 47 detentions)[1].

Almaty. The Central Park (assembly point) was closed for “disinfection”. Hundreds of police officers sealed off the park, and the pedestrian zone was declared off-limits to passers-by. Mobile Internet was not accessible on the territory near the Central Park of Almaty and in the surrounding blocks. Public transport routes were changed — buses and trolleybuses did not approach the park. Five people who were able to make their demands were detained[2].

Nur-Sultan. There was a large concentration of police near the building of the Tennis Federation (assembly point), motor traffic was blocked.

Aktobe. Central market (assembly point) was closed for а “cleaning day”.

Shymkent. Police officers were on duty in front of the park “Kiyal Alemi” (assembly point), 4 people were detained[3].

On May 1 the following activists were detained: in Nur-Sultan city – Tamabayeva  Galiya, Musabayev Marat, Seidakhmetova Zubayda; in Almaty city — Karabaeva Karlygash, Bazenov Dastan, Beisaliev Beken, Zholamanova Bibigul, Koketaeva Madina, Tabyldieva Nazym, Murat Nurlanov, Kaisar Ozbekov, Mubarakov Aidar, Maulen Baigasimov, Murat OspanovKokhaeva Aiman, Muslim Sapargaliev, Kokhanova Ulbolsyn, Khanzada Raiymkul; Shymkent city — Dzholdasova Aizhan, Abieva Asiya, Zhaksybalaev Toleu; Semey city — Isenova Aliya, Mubarak Dinara, Sharapiev Akylbek, Mukhazhanov Daulet, Kokanbekova Bibigul, Kalieva Anar, Baltabaeva Aliya; Oskemen city — Irzhanuly Timur; г. Aktau city — Abdreyimova Nuriyash; Uralsk city — Ozasov Orynbay, Eskendirova Marua; Pavlodar city — Zhakupova Zhibek; Aktobe city — Koptleuova Aktamak [4].

The following was recorded during apprehensions: Ninagul Dzhumaniyazova — police officers applied chokehold — (pressing the knee on the neck), multiple hematomas, Yerkin Kaziev — multiple hematomas and abrasions, Dastan Bazenov — closed injury of the left shoulder joint[5].

On May 1, the following activists were administratively fined: Seidakhmetova Zubayda (Nur-Sultan city) under Art. 506, 30629.00 KZT, Art. 667 part 1 — warning; Sagat Kulzhakhanov (Almaty city) under Article 488 part 11, 145850 KZT; Meyrkhan Abdumanapov (Almaty city) under Article 488 part 11, 145850 KZT; Ninagul Dzhumaniyazova (Almaty city) under Article 488 part 11, 145850 KZT.

On May 1 the following activists were subjected to administrative arrest: Aitzhanov Serik (Almaty city) — 10 days under Article 488 part 11 of the Administrative Offences Code of the Republic of Kazakhstan, Serikbayev Gadylbek (Nur-Sultan city) — 15 days under Article 488 part 12 of the Administrative Offences Code of the Republic of Kazakhstan for his posting on “Facebook” on May 1, 2021.

On May 1, the ex-Mayor of Almaty (now the First Deputy Chairman of the Nur Otan party) Bauyrzhan Baibek filed an action against DPK (Democratic Party of Kazakhstan) leader Zhanbolat Mamay and his spouse, KIBHR journalist Inga Imanbay regarding the film “Bauyrzhan Baibek: A Corrupt Business Empire of the Son of Nazarbayev’s Classmate”, which was shot by Mamay[6]. On May 14, the hearing of this case in the civil court began[7].

On May 2, Zholanova Tursynkul (Almaty city) was fined 50500 KZT under Article 488 part 6 of the Administrative Offences Code of the Republic of Kazakhstan for her participation in a protest in the Central Park on May 1 in Almaty.

On May 4, Bakhyt Tumenova, the head of the human rights foundation Aman-Saulyk, stated during an online press conference[8] that political prisoner Kenzhebek Abishev should be released early from the penal colony LA-155/14 in Zarechnyi village in the Almaty region because of the threat of acute exacerbation of a chronic disease.[9]

колония On May 4, the District Court of the North-Kazakhstan region decided to replace the restriction of liberty (under the sentence imposed in November 2020) with deprivation of liberty for six months and two days to the activist Nurbol Onerkhan (Birlik village, North-Kazakhstan region)[10].

On May 5, the Almaty City Court dismissed the special appeal of Alnur Ilyashev in the case of acknowledging the actions of Almaty election commission on March 11, 2021 as illegal. The ruling came into legal force[11].

On May 4, the International Foundation for the Protection of Freedom of Speech “Adil Soz» published statistics on violations of the right to freedom of expression in Kazakhstan for the period from January to March 2021[12].

On May 5, the International Foundation for the Protection of Freedom of Speech “Adil Soz» in response to the appeal about the gross obstruction of journalists’ work (journalist Bakhrom Abdullayev had his arm hurt, they broke the umbrella, which he was holding over the camera while filming) received a reply from N. Zhumakhmetov, the Head of the Internal Affairs Division of the Police Department  of Shymkent city, saying that the fact of inflicting bodily harm to Abdullayev was established, but it was not a criminal offense, so “the criminal case was dismissed and submitted for review to the prosecutor’s office of Shymkent city”[13].

On May 5 the prosecutor of Pavlodar region Kusainov Zh. K. issued indictments against Appasov Maksut [14], Daryn Khasenov [15], Nurgul Kaluova [16], Amrenov Kaliaskar [17], Zhamaliyev Zhanat [18] in the criminal case under Article 405 part 2 (“participation in an extremist organization”).

On May 6 Baimenov Yerbolat (Nur-Sultan city) was sentenced to 10 days of administrative arrest under Article 488 part 6 of the Administrative Offences Code of the Republic of Kazakhstan for his participation in the meeting on 28.02.2021 in the yard of the Saduakas-Kazhi mosque.

On May 6, more than 900 workers of the subcontracting organizations of Tengizshevroil LLP went on strike in the Atyrau region demanding a raise in wages. Officials and representatives of the company’s management attended the negotiations[19]. After 2 days of the strike, the workers managed to get their demands met[20].

On May 6, 8 MEPs from 6 Political Groups, carrying out ongoing monitoring of the human rights situation in Kazakhstan, addressed the European Commission and demanded to step up attention to violations of the citizens’ rights and to increase support of human rights defenders in Kazakhstan[21].

On May 6, the U.S. Embassy in Kazakhstan hosted an online roundtable with U.S. Ambassador to Kazakhstan William Moser and Kazakhstani human rights activists and NGO leaders. Participants expressed their views on the human rights situation in Kazakhstan and what issues they believe should be addressed in the next annual report of the U.S. State Department[22].

On 7-9 May, DCK rallies were announced again in the cities of Almaty, Nur-Sultan and Shymkent. Police officers were on duty in the places that Mukhtar Ablyazov designated as assembly places for protest actions, there were no rallies[23].

May 7, administrative arrests and warnings: Almaty city — Zholamanova Bibigul, Article 488 part 6 of the Administrative Code — warning for participating in the rally on May 1, 2021, Kokhaeva Ayman, Article 488 part 6 of the Administrative Code — 10 days; Toleubekov Birzhan, Article 488 part 6 — 15 days for a one-person picket with a poster; Uralsk city — Yeskandirova Marua, Article 488 part 7 — 10 days for calling a rally on 07.05.2021

On May 7-9, the following cities and settlements of the country were placed under direct surveillance: Almaty city, Talgar city, Kaskelen city, Kapshagay city, Nur-Sultan city, Karaganda city, Shymkent city, Karatau city, Zhezkazgan city, Kokshetau city, Pavlodar city, Semey city, Aktobe city, Kandyagash village (Aktobe region), Saryagash city (Turkestan region), Olzhabai-batyr village (Yerementau district of Akmola region), Akshukur village (Tupkaragan district of Mangystau region), Aktau city, Taraz city, Atyrau city, Esik city (Almaty region), Kobda village (Aktobe region). On May 9 in Semey city 10-12 activists were detained and taken to Auezovsky police station of Semey city, later they were released without any records[24].

On May 8 Akhmetov A., the Chairman of the Board of Appeals dismissed the complaint of Yeskendirova Marua (Uralsk city), who was previously arrested for 10 days under Article 488 part 7 of the Administrative Offences Code of the Republic of Kazakhstan[25].

The 18th meeting of the Cooperation Council of the EU and the Republic of Kazakhstan was held on May 10 in Brussels, providing an opportunity to enhance the political dialogue and address issues of good governance, promotion and protection of human rights, as well as collaboration with civil society[26].

On May 11, Kenzhebek Abishev, a political prisoner sentenced to 8 years under the Artice 256 of the Criminal Code of the Republic of Kazakhstan, was again denied parole in the Kapshagai city court[27].

On May 11 the human rights activists Toregozhina Bakhytzhan and Ageleuov Galym filed an application about infringement of rights and use of physical force during detention of activist Ninagul Dzhumaniyazova, with the demand that the Minister of Interior E. Turgumbayev bring the officers of police and SWAT to justice for the attempt on life and health of Dzhumaniyazova and restore her violated rights[28]. Besides, on May 11 unknown people kidnapped Dzhumaniyazova’s 3-year-old granddaughter and later the daughter of Dzhumaniyazova took the child out of the police station, where they were subjected to threats and pressure from the police[29].

On May 11 the participants of the open-ended action in front of Chinese consulate in Almaty that have been calling for the release of their families from concentration camps in Xinjiang since early February of this year, received administrative warnings. Kalyolla Akykat, Kazybek Gulpiya and Nurkhay Tursyngul were served a warning under Article 488 part 6 of the Administrative Offences Code of the Republic of Kazakhstan.

On May 12, protesters in front of the Chinese consulate in Almaty were subjected to administrative fines: Yermekbai Nurzat and Myrzan Almakhan (61,257 tenge (144$)) under Article 488, part 6 of the Administrative Offences Code of the Republic of Kazakhstan; Kunbolatuly Baybolat and Zarkhan Zhenis (102,095 tenge (239$)) under Article 488 part 11 of the Administrative Offences Code of the Republic of Kazakhstan[30].

On May 12, the court partially upheld the claim of the head of the AK-159/6 penal colony (Dolinka village, Karaganda region) on the protection of business reputation against Elena Semenova, a human rights activist from Pavlodar city. The court ruled that the information given by Semenova was not true[31]. This was the 19th lawsuit against human rights activist Elena Semenova by the institutions of the Committee on the Penal System of the Republic of Kazakhstan (“KUIS”).

On May 12-16, food delivery workers went on strike in the cities of Almaty and Nur-Sultan, demanding increases in wages that were cut by 30-50%. Wolt blocked and fired about 40 protesting couriers. Chocofood promised to return couriers to their previous wages[32].

On May 13 the court sentenced Sabitov Aibek (Nur-Sultan city), a political prisoner, to 1 year of restriction of liberty and 3 years of prohibition on social and political activity, 100 hours of community service and 27780 tenge (65$) involuntary payment to the “Victims’ Compensation Fund” under the criminal case under Article 405 part 2 of the Criminal Code of the Republic of Kazakhstan (“participation in an extremist organization”)[33].

On May 14 Aytishev D.A., the Karatau district prosecutor, issued a new indictment against Yerlan Fayzullayev in his criminal case under Article 405 part 2 of the Criminal Code of the Republic of Kazakhstan (“participation in an extremist organization”).[34]

On May 13 and 18, ethnic Kazakhs from Xinjiang Kaysha Akan, Murager Alimuly, and Kaster Musakhanuly with refugee status were officially denied citizenship on the grounds of having a criminal record for an illegal border crossing[35].

On May 14 the Karasay district court sentenced Sultanov Abaybek (Kaskelen city) to 1 year of restriction of liberty having found him guilty under Article 405 part 2 of the Criminal Code of the Republic of Kazakhstan (“participation in the activities of a prohibited organization”),  Sultanov was sentenced to 100 hours of community service and a ban on social and political activity for 3 years, with involuntary payment of 27,530 tenge (more than $60) to the  “Victims’ Compensation Fund”  and 740 tenge to the state revenue.[36].

On May 15, DCK leader Ablyazov called rallies in the cities of Almaty and Nur-Sultan. Police attended the assembly places. The rallies have not taken place[37]. However, activists wishing to participate in the rallies were detained.  The following people were detained by police officers at the venue of the rally: Kaziev Erkin from Almaty city, and Sembay Askar from Nur-Sultan city.

Also on May 15, there were recorded surveillance and persecution in the following cities: Almaty city, Nur-Sultan city, Shymkent city, Saryagash city, Ridder city, Aktau city, Aktobe city, Akshukur village of Mangystau region, Uralsk city, Pavlodar city, Stepnogorsk city, Talgar city, Kaskelen city, etc., in total, in more than 30 cities of Kazakhstan[38].

On May 15 land rallies were also called in Almaty city by the DPK (Democratic Party of Kazakhstan) leader Zhanbolat Mamay. Approximately 40 people attended the rallies and demanded that the sale of agricultural land in Kazakhstan would not be allowed. Akimat and prosecutor’s office officials warned that the rally was not agreed with the authorities[39], but none of the participants were detained.

On 15 May, the house of Temirlan Ensebek, the administrator of the satirical Instagram public Qaznews24 from Almaty, was searched. This was followed by five hours of questioning by the police for the purpose of investigating the case of  «disseminating misleading information” (Article 274 of the Criminal Code of the Republic of Kazakhstan) for humorous posts about the authorities of Kazakhstan.

At present, Temirlan Ensebek has the witness status with the right of defense, and he has signed a pledge of non-disclosure of information concerning the investigation[40].

On May 16 activist Sagidulla Akayev (Almaty city) was sentenced to a fine of 102 095 tenge under Article 488 part 11 of the Administrative Offences Code of the RK for participating in the public events on 02.04.2021 in support of the civic activist Baimagambetov M.

On May 17 the verdict of the court was pronounced in the politically charged criminal investigations against the employees of the KSS company (it was founded by the human rights activist Barlyk Mendygaziyev, who immigrated to the USA): Director Baurzhan Dzhusupov was sentenced to 5 years of probation and a year ban on holding senior positions for alleged tax evasion (Article 245 part 3); he was acquitted under Article 262 part 2 (“participation in an organized criminal group”) due to a lack of evidence.

Natalya Dauletyarova, the founder and director of the companies that KSS worked with, was sentenced to 5 years of probation for issuing invoices without the actual performance of work (Art. 216 Part 3), aiding and abetting Baurzhan Dzhusupov in tax evasion (Part 5, Article 28, Part 3, Article 245) and false denunciation (Article 419, Part 3), and she was acquitted under Article 262, Part 1 (“organization of an organized criminal group”) due to a lack of evidence.

Rinat Batkaev, who worked with Natalya Dauletyarova, was sentenced to 5 years of suspended sentence for issuing invoices without actually doing the work (Article 216 Part 3)[41].  Human rights activists have written together a joint statement against this judgment[42].

On May 17, political prisoner Merey Korbakov (Beineu village, Mangistau region) was sentenced to 5 years of actual incarceration under Article 380 part 2 of the Criminal Code of the Republic of Kazakhstan (“the use of force against a representative of authority”). Korbakov has been in pre-trial detention facility since December 22, 2020, on a charge of assault on a police officer[43]. He is also being prosecuted in other criminal cases: Article 405 part 2 of the Criminal Code of the Republic of Kazakhstan, status — witness with the right for defense, questioning; Article 378 part 1 of the Criminal Code of the Republic of Kazakhstan (insulting a representative of the authority; he was sentenced to 40 hours of community service and the payment of 13,890 tenge to the “Victims’ compensation fund”.

On May 18, the Karatau district court of Shymkent city started a criminal trial against Nurzhan Mukhammedov, who has been in the pretrial detention facility for five months on a charge of Article 405 part 2 of the Criminal Code of the Republic of Kazakhstan (“participation in the activities of a banned organization”). During the case hearing, the defendant was informed that another charge was filed against him – “insulting police officers”, Article 378 Part 1 of the Criminal Code of the Republic of Kazakhstan[44].

On 18 May, on the 100th day of pickets at the Consulate of China, the protesters were detained. Administrative fines under Article 488 of the Administrative Offences Code of the Republic of Kazakhstan in the amount of 61550 tenge ($144) were imposed on: Gulnar Kosdaulet, Gulbaran Omirali, Zhamilya Maken, Yermekbai Nurzat, Kazybek Gulpiya, Akikat Kaliola. Kalida Atkan received an administrative warning, and Baybolat Kunbolat was found not guilty since he was live streaming[45].

On May 19, by the decision of the Expert Council, Onerkhan Nurbol (Birlik village, SKR) and Zhunusov Zhanibek (Nur-Sultan city) were recognized as political prisoners[46].

On May 19, about 20 drivers from a number of ambulance stations in Almaty voiced their dissatisfaction with working conditions. Akimat employees informed them about the situation and the strikers dispersed[47].

On May 19, political prisoner Aset Abishev filed a complaint to the general prosecutor of the Republic of Kazakhstan with a request to refer the criminal case against the officers of the penal colony under Article 105 of the Criminal Code of the Republic of Kazakhstan “Incitement to suicide” to the prosecutor, since there was an actual risk that the case would be closed[48]. At the moment they want to put Abishev under harsh conditions of detention again[49].

On May 20, Asylkhan Zhaubatyrov (Aktobe city), who was placed under house arrest with regard to the case of “participation” in a banned organization (Art. 405 part 2 of the Criminal Code of Kazakhstan), had his measure of restraint changed; he was placed in a pre-trial detention facility[50].

On May 21 activist Akhmetov Talgat (Mangistau region) was placed in the pre-trial detention center for 2 months. In the words of Akhmetov, the reason for his custodial placement was his refusal to perform 60 hours of community service under Article 287 part 1 of the Criminal Code[51].

On May 22-23 rallies were announced by M. Ablyazov in the cities of Almaty, Nur-Sultan, Shymkent, Aktobe for citizens of Kazakhstan. In all 4 cities the work of police was intensified, mainly outdoor surveillance with the purpose of preventing rallies, intimidation and threatening of activists.

Almaty city. On 22-23 May 2021, the house of activists Beknazarova R., Kokhaeva A., Yerezhepova K., was placed under surveillance; Mubarakov A. and Iskakov Zh. were detained by the police. A prisoner transport vehicle was parked near Central Park’s entrance and there were police officers everywhere. The day before, on May 21, Akayev Sagidulla, Kulzhakhanov Sagat, Abdumanapov Meirkhan and two other activists together with their grandchildren and children were walking in the Central Park under the supervision of police officers.

Astana city. Mukusheva G., Zhanbaeva V., Kozybaeva K. and Tamabaeva G. were ostentatiously followed by police officers. Traffic was partially blocked for vehicles from Ch. Aitmatov Street to Turan Avenue, allegedly for repair work from 22 to 23 May.

Shymkent city. Aizhan Doszhanova was taken to the Al-Farabi district Police Department and interrogated, and then she was taken home. The police officer warned Dzholdasova Aizhan that they would stand near her house every weekend, and if there was an order, on Friday as well;The police came to Yermek Konyshbaev two times a day and he was placed under surveillance. There were police officers standing in the place designated for the rally.

Aktobe city. The tires of the Yessmurzaeva Zhanna’s car were slashed; Alikhanov Nurbershen was under surveillance in Akshukur village, Mangystau region. police officers standing in the place designated for the rally[52].

On May 24 Nursultanov A.Zh., investigator of the Aktobe region Police Department, issued an indictment in the case of Askar Kalasov on the politically charged criminal investigations under Article 405 part 2 (“participation in an“extremist organization”)[53].

On May 25, a Kazakhstani citizen Baglan Orynbekov, who arrived in the capital city of Nur-Sultant with his wife and 10 children to ask for a housing problem, tried to go with his family to the presidential office. Police officers stopped them by applying a technique called kettling[54].  On May 28, Kazakhstani human rights activists began collecting signatures for an appeal against the use of tactics of kettling by police against protesters[55].

On May 25, political prisoner Diana Baimagambetova was admitted to the 7-th city hospital in Almaty on an emergency basis, allegedly for bleeding and pancreatitis. On May 25 the court of appeal on politically motivated criminal article 405 part 1 and 2 (“organization and participation in the activities of extremist organization”) took place concerning the case of activist Nazira Lepesova (Taraz city). The court upheld the March 4, 2021 verdict of Lepesova[57].

On May 25 there was a court of appeal in the politically charged criminal case under Article 405 part 2 (“participation in an extremist organization”) against civic activist Muratbay Baimagambetov. The court upheld the decision of the first instance court of 20 April 2021[58].

On May 26 in the city of Nur-Sultan about fifteen mothers of many children and mothers with disabled children held a protest, demanding to resolve the housing problem and provide payment in the amount of 42,500 tenge (about $100) per child. Their way to Akorda was blocked by police officers[59].

On May 26 Berik Nogayev (Aktobe city), who since February was kept under house arrest and charged by the authorities with “participation” in the activities of a banned organization (under Article 405 part 2 of the Criminal Code of the Republic of Kazakhstan), was sentenced to 2 years of restriction of liberty, 26780 tenge payable to the Victims’ fund and a 3-year ban on social and political activities[60].

On May 27 the Yesil district Department of police of Nur-Sultan city initiated an administrative case under Article 488 part 6 of the Administrative Offenses Code of the Republic of Kazakhstan against the civic activist Aizhan Abenova for disseminating information about the peaceful protests against the sale and lease of land to foreigners, which was planned to be held on April 24. Trial is pending[61].

On May 27, Maksimova Liza (Nur-Sultan) has been fined 145850 tenge ($340) under Article 488 part 6 of the Administrative Offenses Code of the Republic of Kazakhstan for participating in the action on February 28, 2021.

On May 28 Kozybaeva Kaldykan (Nur-Sultan city) has been fined 87510 tenge (205$) under Article 488 part 6 of the Administrative Offenses Code of the Republic of Kazakhstan for participating in the action on February 28, 2021.

On May 28 in Nur-Sultan, about a dozen physically challenged people gathered in front of the capital’s akimat, with a demand to increase disability payments and provide people with special needs with housing out of turn. A few employees of the akimat came out to the participants of the meeting and told them that their questions would be addressed in the parliament[62].

On May 28 the case against human rights activist Kumekbaev Kuandyk (Almaty city) was reopened under Article 200 part 1 of the Criminal Code of the Republic of Kazakhstan («Illegal Taking Possession of an Automobile or Other Transport Vehicle without the Purpose of Stealing (hijacking)[63].

On May 28, the Judicial Division for Civil Cases of the Almaty City Court found that the Almaty City Akimat had violated the rights of civic activist Ilyashev Alnur[64].

On May 29, the mother and public defender of political prisoner Yerbol Yeshozhin wrote a complaint about the pressure and political persecution of her son Yerbol, who is illegally detained in the EC-166/1 penal institution for his civic activities[65].

On May 29, Gulnar Zhumagulova (Nur-Sultan city) has been fined 87510 tenge (205$) under article 488 part 6 of the Administrative Offenses Code of the Republic of Kazakhstan for participating in the action on February 28, 2021.

On 29 May about 20 men attacked LGBTIQ activists Gulzada Serzhan and Zhanar Sekerbaeva, who were going to hold a meeting on the LGBTIQ women’s rights with the residents of Shymkent. The activists have been rudely detained by police officers. Later they were released[66].

On May 29-30 rallies in the cities of Almaty, Nur-Sultan and Shymkent were announced by the DCK leader M. Ablyazov. In 3 cities the work of police was intensified, mainly outdoor surveillance with the purpose of preventing rallies, intimidation and threatening of activists.

Almaty city. On May 29-30, the houses of activists were placed under surveillance and the following activists were persecuted: Barmenkul Alina (Alina Tanar), Yntymakova Zhanna, Yerezhepova Kulbarshyn, Kokhaeva Ayman, Beknazarova Rakila, Shokanova Kamila (threatening phone calls before every rally), Dzhumaniyazova Ninagul (police officers visited her to check if she was home).

Astana city. Serikbayev Gadylbek was detained. Sekerbaeva Zhanar who came to conduct trainings within her organization was also detained in Shymkent.

Aktobe city. On May 27, 2021, Rakhanov Azamat was served with a ruling on compulsory process for a number of investigative procedures under Article 405 part 2 of the Criminal Code of the Republic of Kazakhstan; Esmurzaeva Zhanna — outdoor surveillance.

On May 31, the Day of Remembrance of the Victims of Political Repressions, rallies were scheduled in the cities of Almaty, Nur-Sultan and Shymkent. The rallies were not held[68].

On May 31 in Uralsk city at the monument to the victims of political repressions in the city park there was an action of civic activists. The participants laid flowers at the monument and then displayed posters “Stop Repression”, “Freedom to Political Prisoners”, “Bostandyk Freedom”. They made their voices heard, demanding to stop the “modern repressions”[69].

Since the beginning of 2021, there have been 68 refusals to hold peaceful gatherings in 22 cities and settlements[70].
