MONITORING OF POLITICAL PERSECUTION IN THE REPUBLIC OF KAZAKHSTAN from March 1 to 31, 2025

March 1, Mangistau region, Munaila district, police officers were conducting surveillance on U. Turdieva, an activist and human rights defender of the organization “Femina Virtute”. In the morning, a silver car was parked near her house and a burgundy car drove around in circles[1].

March 1, 3 155 persons are kept in the institutions of East Kazakhstan region, including: in colonies — 2 698 convicts, in pre-trial detention centers — 457 persons under investigation. From the total number of convicts, kept in the institutions of penal system of East Kazakhstan region, the number of able-bodied convicts is 1,576 persons. The share of convicts who can be put to paid work is 61.2% or 964 persons[2].

March 1, 2024, Kazakhstan moved to a single time zone UTC+5. Almost a year has passed. Many citizens have not been able to adjust to the new time. Society and social networks are still heatedly discussing this issue. Citizens demand the return of the old time[3].

March 2, West Kazakhstan region, Aksai city. 91% of the registered 27923 voters did not participate in the elections of the Akim of the city; only 2517 voters came to the polling stations, that is 9.01%[4].

March 2, Uralsk, residents of the Volna suburban community, located only 100 meters from the spontaneously created snow dump, recorded a video message to the President of Kazakhstan. The main concern of the summer residents is the threat of spring flooding[5].

March 3 Astana, MP M. Magerramov, in line with Russia and as part of the fight against LGBT+ people, wants to ban gender reassignment. He said that people who want to change their gender are “people with mental illnesses” who should be treated, noting that they live in a distorted reality[6].

3 March, Almaty, A.Akkenzhebalasy, Article 488, Part 7 of the Code of Administrative Offencesof the RK, 10 days of arrest. The court sentenced an activist of the feminist movement to 10 days of arrest for taking part in the May 2024 action demanding life imprisonment for ex-minister Kuandyk Bishimbayev, accused of the murder of Saltanat Nukenova. The action was held under the slogans “For Saltanat” and “Bishimbayev — life imprisonment”[7].

March 3, Karaganda, Judge S. Arinova put pressure on the jury and forced it to pass a guilty verdict. The relatives handed over video material, in which it is clearly seen that the investigation falsified evidence[8].

March 3, Almaty, activist B. Belyalov submitted a notification to hold a solitary picket on March 9, 2025 on the theme: “Let’s save the remains of apple orchards in the Almaty foothills”. Akimat refused to hold the action[9].

March 4, Almaty, the leader of the Karakalpak diaspora in Kazakhstan A. Muratbay served one year in SI-72 institution. It was an extradition arrest. The activist talked about the conditions in prison, what he experienced and what he plans to do next. “To be a foreigner in a Kazakhstani prison means to have no basic rights”, he said[10].

March 4, Almaty, the Department of Criminal Executive System in Almaty, in response to an inquiry, confirmed that there are a number of problems in the institution SI-72, as informed by A. Muratbay. The Department of Criminal Executive System confirmed the facts of self-inflicted injuries and admitted that now the detention center has exceeded the limits of the special contingent, and the number of beds is not enough for everyone[11].

March 4, Almaty, the UN General Assembly adopted a resolution to establish a UN Regional Center on Sustainable Development Goals for Central Asia and Afghanistan in Almaty[13].

March 4, Almaty, dozens of students and graduates of the Almaty Regional Children’s Home No. 1 gathered in front of their alma mater to express their opposition to the institution’s relocation to Konaev. The protest sparked a public outcry, and on the evening of the same day, the authorities changed their decision and left the orphanage in Almaty[14].

March 4, Almaty region, the city of Zharkent, police found several caches of weapons, some of which had been stolen during the January riots. According to the Ministry of Internal Affairs, the work on the search and seizure of illegal weapons continues[15].

March 5, Astana, S. Zhumangarin, Minister of National Economy, pointed out that the tax reform has not been adopted yet, but it already has opponents in the media. There are forces behind it that are not interested in changing the system. He outlined his intention to change the mindset of citizens[16].

March 5, Astana, KIBHR organized an event to summarize the results of the project “Reforms through Dialogue: Institutional Support for Civil Society in the Consultative-Advisory Body”[17].

March 5, Astana, I. Smirnova, a Majilis deputy from the People’s Party of Kazakhstan, who earlier in the Majilis raised the issue of adopting the law “On Foreign Agents”, refused to give examples of hostile information. She referred to the misinformation spread about USAID[18].

March 5, Astana, the press secretary of Deputy Prime Minister A.Rakhimova pushed a journalist of the international news agency 4vlastinfo.kz M.Zhatkanbaeva and started threatening her, saying that she would “complain everywhere”. Rakhimova also told the journalist: “Majilis will deal with you”[19].

March 5, Almaty, Ye. Narymbay, Article 669, Part 1 of the Code of Administrative Offences of the RK. The court detained the activist for 5 days. He was charged with “non-compliance with a court decision” under Article 174 of the Criminal Code of the RK, which prohibits him from engaging in “public, political and socio-economic issues”. He was arrested on the basis of his Facebook post, in which he mentioned the president, the prosecutor general, the prime minister and other high-ranking officials[20].

March 5, Atyrau region, about 50 residents of the village of Taldykol, located in the Makhambet district, went out on the street with a protest action, demanding that the authorities solve the problem with the condition of the 6.2-kilometer access road to the village[21].

March 5, we sent the resolution of our Roundtable on Unified Time to the government apparatus. At first they sent it to the Ministry of Trade and Integration. But we expressed our indignation because this is not within their jurisdiction. As a result, the appeal was accepted in the government apparatus. We also sent the resolution to the Presidential Administration. The executors were appointed. We are waiting for their decision[22].

March 6, Ust-Kamenogorsk, the administrative court of East Kazakhstan region recognized illegal actions of the akimat, which did not give permission to hold several peaceful assemblies on social topics, including a rally against a single time zone. Activist L. Kartashyov, who sued the city authorities, reported about it[23].

March 6, Uralsk, the Administrative Court of the West Kazakhstan region recognized as illegal the decision of the Uralsk Akimat, which refused to hold a rally. The judges also issued a private order to the Akim of the city to prevent further violation of the right of Kazakh citizens to hold a peaceful rally[24].

March 6, Mangistau region, Zhanaozen city, today the women of one of the enterprises came out to demand payment of their earnings. They were tired of waiting and decided to take action[25].

March 6, Astana, Minister A. Balaeva: “The incident that took place in the Majilis with the journalist M. Zhatkanbaeva was due both to the violation of the accreditation rules on the part of the journalist and to the actions of the press secretary of the Deputy Prime Minister”[26].

March 7, A. Pavlodar, an excellent student of a local university, was denied the opportunity to do an internship because she had been to a doctor for depression. Based on this fact, the supervisor of the training group considered the girl dangerous to society, although doctors and the vice-rector of the university do not consider her as such[29].

March 7, 40-year-old N., a resident of Uralsk (a migrant from Russia), complained to the West Kazakhstan branch of the Bureau for Human Rights about mistreatment by staff of the Uralsk Police Reception Center[30].

March 6, Almaty, former employee of MTL Expert LLP J. Tuyakbaev came to the “House of Social Services” to submit an application to the labor inspectorate with a demand to conduct an inspection of the enterprise, where he became a disabled person 2 years ago. The reason is the company’s refusal to pay him legal compensation[31].

March 7, Almaty, “It seems that the ombudsman and his subordinates work so well! How do you like it?”, — said human rights activist B. Toregozhina, who wrote a review of A. Lastayev’s report: “In 2023, the ombudsman and his representatives held almost 2.5 thousand personal receptions, which is 5 times more than in 2022. The growth of receptions, which continued in 2024, confirms the interest of citizens and the openness of regional representatives to direct contact”[32].

March 7, Kokshetau, activist M. Zhanuzakov submitted a notice to the Akimat to hold a picket on March 19, 2025 on the theme: Renaming of Nazarbayev and Yelemesov Streets, dismantling of the monument to Yelemesov in front of the Prosecutor’s Office[33].

March 7, Almaty, N. Aitelenov filed a notice on March 4, 2025 to hold a picket in front of the building of the Administrative Court at 34 Markova Street on March 27 and 28, 2025. The theme of the picket is “Whose fabricated orders” carries out the Specialized Interdistrict Administrative Court?». Akimat refused to hold the picket.

March 8, Almaty, police detained activists of the movement “Oyan Kazakhstan Zh. Shahan and A. Dzhakibayeva. They displayed three cardboard cutouts of three detained activists, T. Yensebek, Zh. Sekerbaeva and A. Akkenzhebalasa, on Panfilov Street. Zh. Shahan and A. Dzhakibayeva were each fined 20 MCI (about 79 thousand tenge) and released[34].

March 8, Almaty, women came together to create “kurak korpe” — a traditional patchwork quilt that has become a symbol of women’s solidarity and unity. They created a “Wall of Refusals” — a composition of dozens of official refusals from the city akimat to hold rallies and marches on March 8 in Almaty[35].

March 8, Taraz , blogger Abay Zhundibayeva, representative of the public association “Bolashak Plus KZ” was detained by the police. The police received operational information about the extortion of 2.5 million tenge and the blackmailing of the director of the sports complex. The blogger published compromising posts in the social network Facebook, which became the reason for blackmail. A criminal case was opened under Article 194 of the Criminal Code of the RK “Extortion”[36].

March 10, Almaty, Zh. Sekerbaeva, co-founder of the feminist initiative “Feminita”, was released after serving 10 days of detention under Article 488, Part 7 of the Code of Administrative Offences of the RK, imposed by the Administrative Court for violation of the legislation “On Peaceful Assembly”[37].

March 11, Astana, Kazakhstan Minister of Trade and Integration A. Shakkaliev, who reported on the results of monitoring the practical impact on the health of the population of the transition to a single time zone, stated that the study has not found an adverse impact on the health of Kazakhstan citizens[38].

March 11, Almaty, Bostandyk court announced the verdict on the case against D. Smailova, president of PF “Nemolchi.kz” on protection of honor and dignity of S.A. Ryzhakovs and Shmakovs. The court obliged D. Smailova to remove the post from 11.10.24 and to refute the information defaming the honor and dignity of the plaintiffs[39].

March 12, Almaty, Kazakhstan Journalists were “attacked” by calls through the OLX ads site. Ads with journalists’ phone numbers were published on the OLX site. The phone numbers of I. Sevostyanova, I. Ledovskikh, D. Moldabekov and N. Darimbet were listed[40].

March 12, Kokshetau, Akmola rescuers massively write applications for dismissal. The reason for the protest was the dismissal of the head of the department in Shortanda district. The chief’s colleagues have come to his defense. He was fired because his employees did not make repairs in the building[41].

March 12, 2025 Google Corporation received a request to remove materials that allegedly violate the copyright of a certain movie of 2022 called “Kantara”. In the complaint sent to the “infringers”, 44 sites are listed, where Kazakhstani media are also mentioned. The request asks to remove the material about Kantara (January events in Kazakhstan in 2022)[42].

March 12, Astana, The Government of Kazakhstan plans to review USAID’s country strategy and examine its ties with Kazakh governmental and non-governmental organizations. In order to assess the potential impact of these relationships on USAID’s objectives. “An analysis of financial flows is also needed to highlight possible cover-up schemes, inconsistencies in the use of funds, and conflicts of interest”[43].

March 12, Aktau, M-Techservice LLP employees went on strike and stopped work on March 12. They have recently been informed about the impending staff reduction. They are demanding to keep their jobs. They recorded a video message to the government of Kazakhstan and Mangistaumunaigaz JSC[44].

March 12, Astana, in the appellate judicial board was held consideration of appeals of S. Lee, O. Lee, A. Berdieva, S. Beglanov, K. Esenghazy, A. Pulatov, D. Satzhanov, N. Taigulov on the decision of the specialized interdistrict administrative court of Astana on the refusal to satisfy the administrative claim to the Prosecutor General of the Republic of Kazakhstan. Court decision: leave the claim without satisfaction[45].

March 13, Almaty, On March 12-13, several journalists have encountered a new method of organizing telephone attacks, which deprived them of the opportunity to work in a normal way. The Adil Soz Foundation reminds that journalists can file a complaint with law enforcement agencies under Article 158 of the Criminal Code of the RK “Interference with the lawful professional activities of a journalist”[46].

March 13, Kostanay, Kostanay Region Department of Penal Correctional System was accused of introducing a humiliating procedure — taking off the pants of lawyers. “In the institution SI-76 the rights of lawyers are flagrantly violated. Before visiting the defendant, lawyers are demanded to take off their pants. No other detention center in the country has such a shame. They also demand to open the mechanical clock”, — wrote the lawyer T.Yesimov[47].

March 13, Kostanay, search should not be followed by humiliation of dignity, said M. Akhmetbekova, director of KIBHR branch. She commented on the case when a lawyer had to take off his pants to meet with his client in SI-76 institution[48].

March 13, Almaty, women’s activist A. Akkenzhebalasy, who was detained on March 3, was released after serving 10 days of administrative detention under Article 488, Part 7 of the Code of Administrative Offences of the RK for participating in the “For Saltanat” march on Arbat in 2024[49].

March 13, Astana, the publication of the Ministry of Health’s “report” on the impact of LGBT propaganda on the mentality of teenagers made the head of the Union of Parents of Kazakhstan, B. Baltabaeva, the initiator of the sensational petition, come to the Ministry building in Astana. In her words: “Kazakhstan, like other countries, should have a law prohibiting LGBT propaganda”[50].

March 13, Zhezkazgan city, Institution No. 62, N. Altaev, Article 366, Part 4 of the Criminal Code of the RK, 10 years’ imprisonment. He was given a negative grade of behavior. Officially, it is the 1st negative grade, but relatives of the convict claim that it has already been downgraded to the 3rd grade. Allegedly, a blade was found in the convict’s belongings during a search[51].

March 13, Abay region, 10 children with disabilities are being educated at home in Abay district. However, the educational organizations demanded from the parents additional conclusions of psychological, medical and pedagogical consultations, which are not required by the legislation. After the protest of the Prosecutor’s Office, the practice of requesting unnecessary documents was stopped[52].

March 14, Astana, addressing the meeting of the National Kurultai, President K. Tokayev expressed his opinion on some decisions and statements of the administration of US President D. Trump. In Tokayev’s words, “globalism is losing its relevance, and state nationalism, the desire to divide spheres of influence and regionalization of world politics are coming to the fore”[55].

March 14, Astana, at the IV meeting of the National Kurultai, President K. Tokayev stated: “There should be a single time zone, which will facilitate the administration of the state, help to optimize logistics and many business processes. I think this is the end of the discussion, and besides, we should not politicize this issue”[56].

March 14, Almaty, City Court considered the appeal on the claim of M. Ileshev, a former employee of JSC “Otbasy Bank” to the bank. He tried to achieve the elimination of discrimination in labor remuneration. The court decided to leave the appeal without satisfaction[57].

March 17, Astana, activist A. Sabitov was detained by police and arrested for 10 days under Article 434, Part 1 of the Code of Administrative Offences of the Republic of Kazakhstan for disorderly conduct[58].

March 17, Karaganda region, Temirtau city, another scandal took place in connection with the provision of housing for socially vulnerable groups of the population, including orphans. People who had been waiting for housing for many years finally received it, but their happiness soon turned to frustration[59].

March 17, Taraz, Zhambyl Regional Court upheld the decision of the Economic Court to leave without consideration the lawsuit of the supermarket KAAN LLP against the journalist of Taraznews.kz and a resident of the city of Taraz[60].

March 18, Almaty, “Under Article 146, Part 3, P.1 of the Criminal Code of the RK “Torture by a group of persons or a group of persons by prior conspiracy”, the Prosecutor’s Office of the Turksib District of Almaty opened a preliminary investigation into the fact of torture of the citizen “K” in the building of the Turksib District Police Department[61].

March 18, Astana, Kazakhstan authorities intend to analyze in detail the activities of the U.S. Agency for International Development (USAID)[62].

March 18, “We believe that the decision to stop funding the activities and work of Voice of America and Radio Liberty (in Kazakhstan — Radio Azattyk) runs counter to the interests of the United States in promoting the principles of democracy and human rights,” several human rights movements in Kazakhstan stated[63].

March 18, Astana, the Spiritual Administration of Muslims of Kazakhstan issued a fatwa on LGBT+ people. “According to Sharia, it is haram for a man and a woman to have same-sex relations. This is the worst kind of immorality, a cursed work of the devil. Their punishment in eternal life is severe”, it reads[64].

March 18, Taraz, City Court No. 2 considered the case of T. Nurmatova on the charge of insulting the volunteer V. Kolchenkova. The court found the defendant guilty under Article 131, Part 2 of the Criminal Code of the RK and sentenced her to a fine of 73840 tenge; the court partially satisfied the civil claim of the victim, and ordered T.Nurmatova to pay 50000 tenge as compensation for moral damage and 200000 tenge for legal services[65].

March 18, Astana, the Ministry of national economy warned that several regions of Kazakhstan are likely to experience social instability, and a high risk of protests cannot be ruled out. The head of the Ministry also announced the analysis of the activities in the country of the American organization USAID[66].

March 19, Almaty, a solitary picket of former policeman B. Lebaev was held in the reception room of the police in Almaty. He made accusations against police officers, stated about cases of covering up of crimes, corruption and ignoring of citizens’ statements[67].

March 19, Astana, Majilis of the Parliament. The developer of the bill «On foreign agents» will be the People’s Party of Kazakhstan. This was announced by the deputy of this party I. Smirnova on the sidelines of the Majilis[68].

March 19, Astana, the Majilis of the Parliament, “the old Kazakhstan dreams of regaining power through protest moods”, — believes the deputy E. Bapi [69].

March 19, Atyrau, a well-known Georgian politician, former chairman of the government of Adjara Levan Varshalomidze was detained in Kazakhstan while crossing the border through the airport. He was later released by the police and allowed to leave Kazakhstan[70].

March 19, Atyrau, open address to President K. Tokayev by civil society of Kazakhstan in connection with the suspension of the country’s status in the Extractive Industries Transparency Initiative (EITI). In the open address, activists highlight the systemic problem of the suspension of membership in the EITI[71].

March 20, Atyrau region, Karabatan field, about 130-150 employees of “Kazakh Construction Group” LLP gathered at the future gas processing plant construction site to demand wage increase[72].

March 20, East Kazakhstan Region, “Starting from March 20, 2025 in Ust-Kamenogorsk a new working schedule for government agencies and budget organizations will come into force. According to the new rules, the working day will begin at 08:00 and end at 17:30”[73].

March 20, Semey, 1072 people have been brought to administrative responsibility in the Abay region for domestic offenses since the beginning of the current year. In most cases it is about family scandals, aggressive behavior and violation of established prohibitions[74].

March 20, Almaty, B.Lebaev, a former criminal investigator, again went on a solitary picket to the reception of the Almaty Prosecutor’s Office. The picket was continued for only a few minutes, and then B.Lebaev was detained by police officers. The administrative court later sentenced B.Lebaev to 5 days of detention[75].

March 20, Mangistau region, activist U. Turdiyeva: “I received a phone call from Aruzhan Ormanova, major of the police of Aktau city, and she informed me that I received a complaint from the court executor M.Muratova. According to this complaint, the police will initiate criminal proceedings against me under Article 190 of the Criminal Code of the RK (fraud) and Article 430 of the Criminal Code of the RK (non-execution of the court verdict) for non-payment of the loan in ‘Caspian Bank’ JSC”[76].

March 20, Astana, the State Revenue Committee published an updated list of persons who receive foreign funding. The agency said that in 2024, 218 entities submitted information on receiving money or property from foreign sources for more than 27 billion tenge (USD54 million)[77].

March 20, Kostanay, lawyer Damir Mardenov stated that in the pre-trial detention center of Kostanay he was subjected to a search instead of being frisked. He was forced to take off not only his pants, but also his underwear[80].

March 25, Astana, Karakalpak activist Rasul Zhumaniyazov was released from Astana Detention Center. He had been under extradition arrest for 12 months following his arrest at the request of Tashkent[84].

March 26, Kazakhstan ranks behind Armenia and Kyrgyzstan in the democracy index among EAU and CA countries. For example, Kyrgyzstan is in 111th place, while Kazakhstan is in 118th place. The highest democracy index is noted in Armenia — 82nd place, which allows this state to be in the category of countries with a hybrid regime, in contrast to its neighbors, whose regime is recognized as authoritarian[85].

March 26, Semey, the regular meeting of the city council in Semey considered the issue of budget implementation. Previously, the Budget Committee had rejected the report, which indicated serious violations of the executive authorities and non-compliance with the requirements of the Budget Code. The discussion was postponed, because the approval of the document in its current form, in fact, forced them to violate the law[86].

March 26, Astana, Majilisman M. Bashimov said that the Supreme Audit Chamber has not published the results of audits since August 2022, explaining it with secrecy. In particular, there is no data on inspections in the agricultural sector, on issues related to the activities of the compulsory health insurance system, and on procurement and expenditures at Nazarbayev University[87].

March 26, Atyrau oblast, a protest was held in front of the building of the Akimat of Makhambet district. The residents of the village of Kenoris, Aktogay district, expressed their dissatisfaction with the failure to receive the promised compensation after the devastating flash flood. Their houses have been flooded for almost a year, and their livestock remain in the open air[88].

March 26, Astana, Majilis deputy M. Bashimov demands that the Supreme Audit Chamber publish all the results of audits conducted in 2022-2024. On Wednesday, during the plenary session of the Chamber, he said that this information cannot be classified and treated as internal use, as according to the law must be ensured transparency[89].

March 26, Stepnogorsk, Institution No. 4, M. Zhylanbaev, Articles 258, 405 of the Criminal Code of the RK, 7 years’ imprisonment. The activist again went on hunger strike in protest against the violation of his rights, as he was banned from jogging, painting and carpentry[90].

March 27, Kyzylorda, Institution No. 60, D. Mukhamedkarim, Articles 258, 405 of the Criminal Code of the RK, 7 years’ imprisonment. D. Mukhamedkarim stated: “I am proud that I went from the level of a simple journalist to the level of a politician after being sentenced under 2 heavy articles. My struggle did not end there”[91].

March 27, Astana, extremism and terrorism among athletes will be combated in Kazakhstan, said Deputy Minister of Tourism and Sports S. Zharasbayev[92].

March 27, “The European Union should put human rights at the center of its increasing interaction with Central Asian countries at the first EU-Central Asia Summit in Samarkand, Uzbekistan, on April 3-4”, Human Rights Watch said today[93].

March 28, Astana, the Appeal Board of the City Court rejected the appeal of the student I. Bekturova against the decision of the Administrative Court of Astana dated December 17, 2024 on her claim to the Ministry of Science and Higher Education of the Republic of Kazakhstan. This decision remained unchanged. I. Bekturova’s claims remained unsatisfied [94].

March 28, representatives of government agencies, human rights defenders and experts continued to discuss the recommendations received in January this year after Kazakhstan submitted its report to the UN Human Rights Council at the consultative and advisory body “Dialogue Platform on the Human Dimension” under the Ministry of Foreign Affairs of the Republic of Kazakhstan in Astana[95].
