July 1, Atyrau, the editor-in-chief of Ak Zhayik was summoned to the police station to review the case under Article 456, Part 2 of the Code of Administrative Offences of the RK. This was in response to an article published on June 7, 2025, on the Ak Zhayik website regarding the arrest of blogger K. Idrisova and her accomplice in Atyrau. They are suspected of extorting 2 million tenge[3].
July 1, Petropavlovsk, the court found Zh. Kopeev guilty of “inciting discord” under Article 174 of the Criminal Code of the RK and sentenced him to three and a half years in prison. The court also ordered him to pay 1.78 million tenge in court costs[4].
July 2, Atyrau, “The city’s detention center is in complete disarray. There is no transparency. Employees of Institution No. 75 are absent from their posts. There is no one in the office, and it is impossible to get answers to important questions”, reported journalist O. Vertinskaya[5].
July 2, the ability to call their lawyers and doctors will now be available to convicts. The Ministry of Internal Affairs amended the Internal Regulations of Penal Institutions. The submission of a written or verbal request to the institution’s administration is necessary for convicts to receive qualified legal assistance through telephone conversations with a lawyer[6].

July 3, Astana: A group of senators appealed to Prime Minister O. Bektanov, demanding the introduction of a mechanism that would hold law enforcement officials accountable for initiating criminal cases without sufficient grounds. However, the head of government did not support the initiative, merely referring to “official and disciplinary procedures”[10].
July 3, the documents containing personal data of citizens related to enforcement proceedings of private bailiffs were thrown away, and activists in the Aktobe region are demanding that administrative and criminal proceedings be initiated over this fact[11].
July 3, Astana, General Prosecutor’s Office: On July 3, 2025, T. Tatubaev, the former head of the National Anti-Corruption Bureau, was detained on suspicion of committing a crime under Article 146, Part 2, Paragraph 1 (torture) of the Criminal Code of the Republic of Kazakhstan[12].
July 3, Astana: Activist A. Tokpaeva has been charged under Article 380, Part 3 of the Criminal Code of the Republic of Kazakhstan for “using violence that is not dangerous to health against a representative of authority in connection with the performance of his or her official duties”. The charge stems from an incident on April 10, 2025, at the Supreme Court, when she was not permitted to enter with her child[13].
July 3, Atyrau, blogger Kundyz was detained in her apartment in front of her minor children. She is pregnant and did not threaten or pose a danger to anyone. However, she was detained with the use of force, without a warrant or notification, and with the participation of masked individuals. All of this took place in front of her children[14].
July 4, the CPJ strongly denounces a recent series of cyberattacks and attempts to discredit and intimidate journalists at the independent publication Respublika.kz.[15].
July 4, Aktobe: Akhtayev, a Karaganda resident who tried to sell his kidney, was released from criminal liability under Articles 116, Part 1 and 24, Part 3 of the Criminal Code of the Republic of Kazakhstan. A court in Aktobe made this decision. The 27-year-old man was granted amnesty. He had asked for 20 million tenge for his kidney[16].
July 4, Astana: The case against blogger K. Pavlov was heard by the Court of Appeals. He had previously been found guilty under Article 456-2, Part 3 of the Code of Administrative Offences of the RK. He was fined 20 MCI for publishing information about the spread of locusts in the Zhambyl region. The Court of Appeals upheld the initial court’s decision without change[17].
July 4, Astana, the General Prosecutor’s Office of Kazakhstan explained the situation with Chechen activist M. Movlaev. Movlaev requested asylum from the Kazakh authorities. The office also assured that Movlaev would not be extradited while his request was under consideration[18].
July 4, Journalist A. Mataev recalled the high-profile case in which he and his father, S. Mataev, were accused in 2016. According to Aset, T. Tatubaev, the then deputy head of the financial police, insisted on his guilt under Article 65 of the Criminal Code of the Republic of Kazakhstan and promised to release him if he showed “active repentance”.”He tried to explain that there was an order and that we would be ‘put behind bars anyway’”[19].
July 4, Aktobe: M. Dauylov, who is Group 1 disabled, took to the streets with a placard and a loudspeaker after being refused numerous times. The city administration permitted the activist to hold a solo protest from 12 p.m. to 2 p.m. near the Abulkhairkhan monument. Topic: Drawing attention to the failure to provide public services for disabled persons. An unknown girl asked how the picket was permitted, but city administration employees stated that no one was allowed to contact anyone[20].
July 4, the former deputy head of the National Anti-Corruption Bureau, O.I. Keksel, has been recognized as a suspect by the Prosecutor General’s Office of the Republic of Kazakhstan under Article 146, Part 2, Paragraphs 1 and 2 (torture). The pre-trial investigation is currently underway[21].
July 4, a 28-year-old Kazakhstani resident named A. Martynov has been accused in Russia of attempting to commit a terrorist attack, aiding terrorism, espionage, and sabotage. He is also accused of conducting training for these purposes. According to the investigation, Martynov allegedly received training and instructions on arson and studied target locations via messenger[22].
July 4, Astana, Kadir-Kasiet: Real cases regarding the safety of human rights defenders. It is a misconception when state representatives claim that the mechanisms for protecting human rights defenders, activists, and journalists are as effective as those for citizens[23].
July 4, Astana, the National Security Committee of Kazakhstan (NSC) proposed amendments to the technical regulations that govern requirements for telecommunications equipment. These amendments effectively lay the foundation for comprehensive technical oversight of both public and private telecommunications environments. Now, even internal corporate networks may fall under the NSC’s jurisdiction[24].
June 5, Uralsk, activist A. Utepov, Article 190, Part 3, and Article 367, Part 3 of the Criminal Code of the Republic of Kazakhstan, seven years’ imprisonment. A. Utepov, who is currently serving his sentence in a penal colony, has requested to be transferred to a “safe place”. According to his relatives, he fears for his safety[25].
July 5, “We call on the Human Rights Commission to help secure the release of political hostage B. Mendyaziev, who was sentenced to five years and one month of imprisonment under Articles 245, 218, and 262 of the Criminal Code of the Republic of Kazakhstan. Authoritarian regimes exploit mechanisms of international cooperation. These mechanisms are based on trust. It is time to close these loopholes”, stated L. Kozlovskaya in the US Congress[26].
An administrative case was filed against Aitmagambetova, an activist from Ulytau, for criticizing the Akim. “A psychological and philological examination revealed signs of an administrative offense. The court ruled that she be fined under Article 73-3, Part 2 of the Code of Administrative Offences of the RK, amounting to 495,432 tenge, for disseminating false information on TikTo”[27].
July 5, Kokshetau: Police detained activist N. Zhusupova. She filmed how the local government blocked off a new square. They claimed it was for “repairs”. This was to prevent people from gathering and holding a rally there on July 6. The court found N. Zhusupova guilty. She was found guilty under Article 434 of the Code of Administrative Offences of the Republic of Kazakhstan. The court sentenced her to 10 days of arrest[28].
July 6, Astana, E. Bekzadina attended a concert. During the event, she made her position clear: “Tokayev, get out!” “No price increases!” “Stop the nuclear power plant!” “Russia is an aggressor!” She was detained. The court fined E. Bekzadina under Article 488, Part 7 of the Code of Administrative Offences of the RK. The fine was 196,600 tenge. This was for calling on January 13, 2025, to come to Stepnogorsk. The goal was to support M. Zhylanbaev[29].
July 6, Astana: Activist V. Zhanbaeva was detained. She was forcibly entered into a police van and driven away to a location that is not known. The police acted aggressively, preventing people from filming the incident and violating basic civil rights. Zhanbaeva was later released and allowed to return home[30].
July 6, Almaty: the repeated intimidation of activist N. Aitelinov culminated in the arson of his moped, as well as a nearby moped and car. An investigation is currently underway. This is yet another example of the increasing pressure on activists[31].
July 6, Astana, the Legal Media Center reports that 2025 has been a year of significant repression against Kazakhstani journalists. Journalists are paying a high price for the right to speak the truth, from prison terms to fines and harassment. Who has been under pressure and why?[32].
July 6, Uralsk: On the day of the announced rally, the police monitored activists B. Utebaev and M. Yeskendirova. However, the activists managed to evade surveillance and broadcast live[33].
July 7, Akmola Region, village of Birsuat: Residents of the village appealed to President K. Tokayev for help. They asked him to resolve the issue of the 15-kilometer road connecting the village to the highway. For years, the authorities have made the same empty promises: “We will include it in the plan”, “We are considering the project”, and “Next year”. However, there has been no real solution[34].
July 7, Astana: Journalist L. Akhmedyarov reported that a Kostanay resident filed a complaint against him for publishing a list of 600 Kazakhstani citizens fighting alongside Russia against Ukraine. The investigator did not disclose his status. He invited him for an interview rather than an interrogation[35].
July 7, Astana, L. Akhmedyarov reported that the Instagram account Prosto Zhurnalistika (Just Journalism) had disappeared and been replaced by a fake account with the same logo called Justjournalism.official (“Prosto Zhurnalistika”)[36].
July 8, Atyrau, the Court of Appeals dismissed all charges against Zh. Karshigenova for the illegal storage of sturgeon under Article 339 of the Criminal Code of the Republic of Kazakhstan, 3 years of imprisonment, and issued a private ruling to the investigator. The case was investigated for five months, and there were complaints of torture. These complaints were sent to the Presidential Administration and the Prosecutor General’s Office[37].
July 8, Stepnogorsk, M. Zhylanbaev, Article 405, Part 2, Article 258, Part 2 of the Criminal Code of the Republic of Kazakhstan, 7 years imprisonment. Lawyer D. Malyuga visited M. Zhylanbaev. He reported that M. Zhylanbaev had learned that there were plans to “eliminate” him in the bathhouse. “On orders from the authorities, two prisoners are to hit his head against the tiled floor. Should he survive, every effort will be made to portray the incident as an unfortunate accident. And they will be just ‘witnesses’”[38].
July 8, a list of political persecutions related to the peaceful protests that were announced on July 6, 2025, was published by Qaharman.kz. [39].
July 8, Astana: The court heard frank testimony about former Senator K. Kozhamzharov. T. Tatubaev was detained on July 3 in connection with a torture case. An interdepartmental investigative group under the Prosecutor General’s Office is conducting the investigation[40].
July 8, Astana, The Prosecutor General’s Office has suspended the extradition process for M. Movlaev, a Chechen native. The Chechen authorities are seeking him for two incidents of extortion. However, the prohibition on extradition is temporary and will be lifted once Kazakhstan decides whether to grant Movlaev refugee status[41].
July 8, Akmola Region, Aktasty village, the residents appealed to the president’s administration, requesting that they pay attention to the village’s real needs and support the population. The residents have no electricity, clean water, security, or respectful treatment[42].

July 8, Semey: A criminal case was opened under Article 107 of the Criminal Code of the Republic of Kazakhstan, which deals with “intentional infliction of moderate harm to health”, following the brutal beating of a boy. The Children’s Rights Commissioner for the Abai region, E. Zhunusova, reported this[44].
July 9, Almaty: Conscript A. Arykbay claimed that a soldier named Alisher beat him at the military registration office. Arykbay was taken from a shopping center. First, he was sent to Konaev, and then to Taraz. He says he faints. After experiencing convulsions, he was sent to the Center for Mental Health. The military registration office claims that the young man had a preexisting head injury when he was drafted into the army[45].
July 9, Almaty, Editor-in-chief G. Bazhkenova of Orda.kz faced incredible pressure, including blackmail, hacking of personal accounts, and threats. These problems began after she refused to hand over control of Orda.kz to the Sana Center, a quasi-state organization[46].
July 9, Astana, athletes in Kazakhstan will be prohibited from expressing their religious beliefs. Starting July 19, 2025, updated sports ethics rules will take effect, and they will be mandatory for athletes, coaches, trainers, and referees. The document outlines how members of the sports community should behave in public spaces and at competitions[47].
July 9, Almaty, S. Bokayev’s participation in a session of the UN Human Rights Committee was prevented. The public figure continues to work to protect voters’ voices. July 9, Kokshetau, according to lawyer M. Doskaraev, N. Zhusupova cut her veins in protest of the TDF employees’ illegal actions. The court sentenced her to ten days in jail under Article 434 of the Code of Administrative Offences of the RK for writing “Tokayev, get out” on a poster and on the gate of the NSC building. On the first day of her arrest, she went on a hunger strike because she was not given personal hygiene products, boiling water for tea and bed linens[49].
July 10, Kostanay, Andrey Loba, who is Group 1 disabled, complained to the local government that his housing was not adapted to his needs. The estimated cost of the necessary repairs and adaptations is 20 million tenge[50].
July 10, Almaty, Zh. Kazakbay, F. Sydykov, N. Zhaulybaev, A. Mubarakov, and N. Temirgaliev, Article 272, Part 1, Article 24, Part 3 of the Criminal Code of the Republic of Kazakhstan. The Almalinsky District Court began hearing the case of five activists who were detained before the nuclear power plant referendum. The prosecution claims that the defendants planned to organize mass riots in Balkhash[51].
July 10, Astana, Ilyashev A. The court announced a ruling rejecting A. Ilyashev’s appeal to review the location of the planned nuclear power plant. The applicant highlighted the potential risks of constructing a nuclear power plant in proximity to a military test site and missile base, referencing IAEA recommendations that underscore such concerns[52].
July 10, Petropavlovsk, Izmailov S. filed a complaint with the prosecutor’s office. The complaint, filed in accordance with Article 105 of the Criminal Procedure Code of the Republic of Kazakhstan, concerns the illegal actions of K.V. Ishchenko, the head of the Local Police Service’s District Police Inspectors Department of the Petropavlovsk Police Department, who prematurely dismissed the investigative materials in the case[53].
June 10, a large-scale digital attack was recently unleashed on the website Yedilov.online (yedilov.online). A DDoS attack on the website and a bot invasion of the Telegram channel were both used at the same time. Consequently, the website was temporarily unavailable[54].
July 11, Radio Azattyk Asia’s representative office filed a lawsuit against Kazakhstan’s Ministry of Foreign Affairs (MFA) for refusing to renew the accreditation of seven of the outlet’s employees[55].
July 11, Stepnogorsk, A. Syzdykov, Article 297 of the Criminal Code of the Republic of Kazakhstan, 5 years’ imprisonment. Lawyer D. Malyuga visited A. Syzdykov at Institution No. 7. Syzdykov has been subjected to psychological pressure from the administration since December 2024, according to the lawyer. The administration has been pressuring him, including A.M. Rakhimov and the head of the institution, T.S. Bikeev. Syzdykov filed complaints, but they were not accepted[56].
July 11, Astana, Legal Media Center: It has been less than a year since Kazakhstan adopted new rules for accrediting foreign media outlets and their journalists. Unfortunately, the Ministry of Foreign Affairs did not consider our proposals. Attached is a letter addressed to the minister a year ago[57].
July 11, Article 19 published its annual Global Expression Report for 2025. Kazakhstan scored 19 points out of a possible 100. It was classified as a country “in crisis” in terms of freedom of expression. This is the lowest rating possible[58].
July 12, Mangistau Region, Beineu Station: Railway workers recorded a video message for management and the prime minister, asking them to address the pressing problems in their workshop that are hindering their work. “If these issues are not resolved soon, we will be forced to stop working. We ask that measures be taken”, the depot employees concluded[59].
July 12, Almaty: Children from Orphanage No. 1 in Baganashyl are appealing to President K. Tokayev for help. They are worried that they may be transferred to Konaev[60].
July 13, Almaty: Appeal to the President of Kazakhstan on behalf of the residents of the 6th district of the Turksib district with a request for urgent intervention. Residents are being deprived of their homes, rights, and voices under the guise of renovation[61].
July 14, Almaty: the Adaldyq Alany RJO Association of Legal Entities reports that Kazakhstan needs examples of how to recall deputies of the Maslikhat who do not fulfill their duties to voters. This is particularly relevant in districts and settlements where issues such as water, sewage, ecology, roads, and electricity have remained unresolved for years[62].
July 14, Karaganda: The police officially announced that they are accepting applications from police officers through advertisements in newspapers, on websites, via Instagram, and via WhatsApp. Those who wish to work in the police force after passing the selection process can be employed as either regular police officers or middle-ranking officers[63].
A new report on Kazakhstan, prepared for the CIVICUS Monitor by the International Partnership for Human Rights (IPHR) in Belgium and the Kazakhstan International Bureau for Human Rights and Rule of Law (KIBHR), was published. The report reveals that attacks on foreign-funded NGOs have resumed, restrictions on protests remain in place despite a Constitutional Court ruling, and the persecution of critics continues[64].
July 14, Astana: Journalist R. Uporov reported that there were attempts to hack the Prosto Zhurnalistika editorial mailbox. Team members also received emails containing malicious files[65].
July 14, Akmola Region: Residents of Dubovka appealed to President K. Tokayev. They claim that the village akim is engaging in outright sabotage and punishing citizens for taking an active stance. Village residents suffer from the poor performance of the outdated sewage system. Water with a strong foul odor flows from people’s taps. The odor is reminiscent of sewage[66].
July 15, Astana: At a press conference, Kazakhstani Prime Minister O. Bektanov responded to a question from journalist K. Kenzhebek regarding Qantar. The PrimeMinister_kz YouTube channel is no longer hosting it. This episode was cut out after the stream ended[67].
July 15, Almaty, S. Bokaev’s Facebook account has been blocked again. The reasons are not yet known. Bokaev believes opponents of the #netutilsboru movement did it. However, he is certain of one thing: his account will be restored soon[68].
July 15, West Kazakhstan Region: а violation was reported by the Zhariya NGO during the election of the akim of the Kaztalovsky Aul district. Article 41 of the Election Law was violated. A total of 3,750 people were registered to vote. Zhariya filed a lawsuit regarding the violations, but the local election commission agreed with their observations and annulled the election results[69].
July 15, Astana, Prime Minister O. Bektanov announced that, since the spring of this year, citizens have been unable to access the complete texts of subordinate legislation and have instead had to settle for brief descriptions[70].

Netunaev holds the deputy head responsible for his circumstances. However, the administration claims that Netunaev was at fault. Video cameras were running when the incident occurred, according to reports[78].
July 16, Entrepreneurs in Zhanaozen staged a protest due to electricity issues in commercial facilities. They blocked the road to protest the lack of electricity at the Shanyrak market and Zangar shopping center[79].
July 17, Astana: The Ministry of Foreign Affairs of Kazakhstan declined to take part in the mediation process for the lawsuit that Radio Azattyk filed against the ministry. The reason for the lawsuit was the ministry’s refusal to grant accreditation to the publication’s employees. A specialized administrative court in Astana considered the conciliation proceedings[80].
July 17, West Kazakhstan Region, Shyngyrlau village, Kairbek Kurmetov. The court found Kairbek Kurmetov guilty under Articles 380(2) and 378(2) of the Criminal Code of the RK and sentenced him to one and a half years of restricted liberty and 100 hours of forced labor for sharing an article about M. Zhylanbaev[81].
July 17, Almaty, Representatives of the U.S. Consulate General, Deja Judy Holmes and her colleague, attended the Almalinsky court hearing on the case of A. Mubarakov, Zh. Kazakbay, N. Temirgaliev, F. Sydykov, and N. Zhaulybaev. The hearing was held under Article 272 of the Criminal Code of the Republic of Kazakhstan. The aim of the visit was to observe the court proceedings[82].
July 17, the OSCE ODIHR published a report stating that “the right to a fair trial is a cornerstone of democracy” after monitoring over 400 court hearings related to the January 2022 protests[83].

Steinerte, the head of the delegation and the deputy chair of the UN Subcommittee on the Prevention of Torture on National Preventive Mechanisms (NPMs) issues, said: “Only Kazakhstan and Kyrgyzstan in the Central Asian region have ratified the OPCAT and committed to establishing and maintaining national preventive mechanisms”[84].
July 17, Akmola Region, Burabai District: A house, a plot of land, and a car that legally belonged to two orphaned children, Maria and Ilya Radionov, ended up in the possession of third parties. The prosecutor’s office investigated the observance of the children’s rights and took measures to prevent the illegal transfer of the property[85].
July 17, Kostanay, “Please provide clarification on the issue of delayed salaries at Polyclinic No. 5. It’s already the 15th. Salaries still haven’t been paid. This is a violation of the employment contract”, said medical workers at the polyclinic[86].
July 16, Semey: The identification and documentation of individuals with uncertain legal status remains a key area of focus in migration control and comprehensive population registration. In the Abai region, 24 individuals have been identified. These people are living without documents. Some of them have 1974-model USSR passports[87].
July 17, Astana: President K. Tokayev signed amendments to the legislation that introduce liability for stalking and forcing someone into marriage. Penalties range from fines to two years’ imprisonment[88].
July 17, Almaty, an appeal was made to Ombudsman A. Lastayev by the Ar. Rukh. Khak public foundation regarding the violation of the rights of convicted M. Zhylanbaev (Articles 258 and 405 of the Criminal Code of the Republic of Kazakhstan, 7 years’ imprisonment). In response, another formal letter was received by the foundation from the ombudsman’s representative for the Akmola region[89].
July 18, N. Bulatbekov, the chief specialist of the transport control inspection in the Zhambyl region, appealed to President K. Tokayev. July 18, Stepnogorsk: “For over six months, Institution No. 4 has been unable to issue a power of attorney for me from M. Zhylanbaev, Articles 258 and 405 of the Criminal Code of Kazakhstan, seven years’ imprisonment,” reported B. Toregozhina[92].
July 18, on Nelson Mandela International Day, Kazakh human rights defenders nominated the following candidates for the title of “Kazakhstan’s Mandela”: A. Atabek, Zh. Kuanyshalin, M. Zhylanbaev, A. Tleuzhan, D. Mukhammedkarim, M. Bokaev, Ye. Zhovtis[93].
July 18, YouTube removed an interview with Orda.kz Editor-in-Chief G. Bazhenova conducted by journalist V. Dergachev due to complaints from Indian individuals. Dergachev’s Facebook account was also blocked. According to the journalist, the broadcast did not contain any music, video clips, poems, or other text[94].
July 18, Almaty, B. Toregozhina reported that for over a year now, they have been unable to get Institution No. 4 in Stepnogorsk to comply with Article 108 of the Criminal Executive Code. This article guarantees the right of convict M. Zhylanbaev to send and receive correspondence. The article states that “Convicts have the right to receive and send letters without restriction on their number”[95].
TJuly 18, Astana: he channel “Prosto Zhurnalistika” (Just Journalism) was removed by YouTube administrators, according to a report by journalist L. Akhmedyarov. The reason for the removal was copyright infringement involving music that was freely available. The channel had previously been subject to cyberattacks[96].
July 18, Akmola Region, A. Tokpaeva talks about the pressure that the administration of Institution No. 7 puts on A. Syzdykov (Article 297 of the Criminal Code of the Republic of Kazakhstan, 5 years in prison). July 20, Almaty: The Zhanuya Complex was intended to be a safe haven and source of support for orphaned children. However, A. Kamysheva, a former pupil, asserts that the conditions at this institution are even more deplorable than those found in a children’s colony. July 21, Almaty: V. Vorontsov (Father Jacob) filed a complaint with the police. His complaint was against pro-Russian blogger A. Budanov. Blogger A. Budanov started spreading false and defamatory content about V. Vorontsov[106].
July 21, Almaty: A video has surfaced on social media showing an attempt to forcibly remove children from an orphanage in Konaev. In the video, police officers can be seen grabbing the children and dragging them to a vehicle prepared for transport. The children resist, declaring their unwillingness to leave the orphanage in Baganashyl[107].
July 21, Almaty: The court announced its ruling on the lawsuit filed by S. Bokaev and M. Adam against the Almaty City Administration. The lawsuit concerned the administration’s refusal to allow a rally, as well as its decisions No. 2/389 and 2/390, both dated May 15, 2025. Ruling: The court dismissed the lawsuit[108].
July 22, “Human Rights Watch has described the Kazakh Foreign Ministry’s refusal to grant accreditation to Azattyk journalists as a ‘blatant attack on independent media’” [109].
July 22, Kokshetau, A. Tokpaeva reported that she was going to the prosecutor’s office to report on the poor detention conditions in Granitny village in the Akmola region at Institution No. 7 (Article 297 of the Criminal Code of the Republic of Kazakhstan; five years’ imprisonment). During a video call, the prosecutor of Kokshetau said that the conditions of detention met the standards and added that Institution No. 7 was not a sanatorium[110].
July 22, Kostanay: Blogger M. Sarsenbayev’s detention (Article 194, Part 4 of the Criminal Code of the Republic of Kazakhstan) was extended for the fifth time. The extension of the detention was considered to be illegal by lawyer E. Sankayeva, and the release of the detainee from custody was demanded by her[111].
July 22, Almaty: A personal meeting with M. Zhylanbaev (Articles 258 and 405 of the Criminal Code of the RK, 7 years’ imprisonment). was demanded by human rights defender Toregozhina Bakhytzhan, together with journalists L. Akhmedyarov and D. Egeubayeva. It was also demanded by her that a power of attorney from M. Zhylanbaev be immediately certified to represent his interests to Ombudsman A. Lastayev[112].
July 22, Karaganda: A. Mukhamadieva, who had committed the act of defamation against the Kazakh people, was placed under arrest for the duration of the investigative proceedings. The investigation revealed that the 22-year-old Karaganda resident posted a message on Threads that incited “interethnic discord.” A criminal case has been filed under Article 174, Part 1 of the Criminal Code of the Republic of Kazakhstan[113].
July 22, Almaty: A press conference dedicated to the case of journalist D. Mukhammedkarim (Articles 258 and 405 of the Criminal Code of the Republic of Kazakhstan, 7 years’ imprisonment) was held in Almaty. R. Sarsenbayuly read a letter from Mukhammedkarim. In the letter, the journalist described his transfer to Kyzylorda Prison No. 60 and explained why he refuses to wear prison garb. The lawyer also reported that an unlicensed expert conducted the examination of the case[114].
July 22, West Kazakhstan Region: The Baiterek District Akimat unjustly deprived orphanage graduates of their right to housing. One of the victims, Vadim Artyunin, filed a lawsuit and was successful—he was put back in the housing queue. The court ruled that the Akimat’s decision violated the law[115].
July 23, West Kazakhstan Region: the entire election commission in the village of Kaztalovka was dismissed after being secured by independent observers. This happened after independent observers from the Zhariya public organization filed a lawsuit with the court. They wanted to invalidate the election results and hold the entire commission accountable[116].
July 23, East Kazakhstan Region: It was clearly demonstrated by Alexandra Ismailova, head of the East Kazakhstan Region Orphan Rights Protection Fund, how the public was misled by R. Karabalinov, deputy akim of the Katon-Karagay District of the East Kazakhstan Region, on the issue of providing housing to orphans. July 23, Almaty Region, Zarechny: A lawyer visited political prisoner D. Makin (Article 256, Part 1 of the Criminal Code of the Republic of Kazakhstan, 7 years’ imprisonment). According to the lawyer, Makin has no disciplinary penalties but has health problems. On the day of the visit, A. Kiysymbayev (Article 272, Part 1, Article 287, Part 4 of the Criminal Code of the Republic of Kazakhstan, 5 years in prison) had no complaints about his health, including his leg injury. July 23, Aktobe: The court ruled in favor of M. Dauylov in his lawsuit against the State Institution “Department for Coordination of Employment and Social Programs of Aktobe”. July 23, Atyrau: Ombudsman A. Lastayev paid a working visit to Medium Security Facility No. 79 for Women. The purpose of the visit was to verify that the rights of prisoners and their detention conditions comply with international standards[121].
July 23, Mangistau Region, the Beineu District Prosecutor’s Office identified violations in the work of the Beineu Psychological and Pedagogical Correctional Office. The inspection revealed that the institution failed to provide children with disabilities with the necessary educational resources and support[122].
July 23, Kostanay: The Police Department, having considered S. Zinchenko’s statement on holding psychiatrists Dmitry and Ekaterina Karaulov liable under Article 127 of the Criminal Code of the Republic of Kazakhstan, reported that it had not found any criminal offense in their actions. These actions consisted of the fact that citizen S. Zinchenko was forcibly hospitalized in the “Kostanay Regional Mental Health Center” for 65 days without a court decision, but solely on the basis of the decision of these doctors[123].

July 24, Astana: Journalists filed a complaint against the court’s press service and presiding Judge S. Karimov regarding their actions in the Perizat Kairat case. The complaint was sent to the Minister of Culture and Information, the Supreme Judicial Council, the Supreme Court, and the city court. Judge S. Karimov decided that journalists would not be allowed into the courtroom and would also be prohibited from broadcasting live[128].

July 25, Almaty: A press conference was held at the KIBHR office to discuss the topic, “How are political prisoners in Kazakhstan being held?” The speakers included human rights defenders B. Toregozhina, A. Abishev, and A. Tokpaeva, who participated online, as well as the wife of the imprisoned A. Syzdykov. The cases of M. Zhylanbaev, T. Danebaev, A. Syzdykov, and other political prisoners were discussed[133].
July 25, Akmola Region, Stepnogorsk: Surveillance camera footage of M. Zhylanbaev was shown to activists N. Zhusupova and D. Beisembayeva. They were shocked by his appearance: “He was skin and bones, and he looked like a mummy that had been dug up. His face was grayish-black. He was exhausted. His wrists were very thin. He was in terrible condition”[134].
July 25, Astana: I have been called in by the police yet again. This is due to a complaint made by a resident of Taraz. The name and surname of this person were on the list of 661 Kazakh citizens. According to Ukrainian special services, these individuals fought in Ukraine on the side of Russia. “My status is not on the agenda, as no procedural decision has yet been made”, said L. Akhmedyarov. July 25, Karaganda Region, village of Tsentralnoye: The village’s residents made an appeal to President K. Tokayev because they were on the verge of total collapse. Problems like broken roads, interrupted water supplies, and inadequate street lighting have become a regular part of life[136].
July 18, UN experts identified a wide range of human rights issues in Kazakhstan. On June 24, Astana delegates discussed human rights in Kazakhstan at the Committee on the Implementation of Obligations under the ICCPR. On July 18, based on statements from the 25-member government delegation from Astana, alternative reports from civil society, and questions and answers, UN experts presented their conclusions to the government of Kazakhstan[137].
July 26, Kostanay Region, Karabalyk village, Sharbanu, the wife of blogger M. Sarsenbayev (Article 194 of the Criminal Code of the RK), has made an appeal to President K. Tokayev, asking him to intervene in a situation that threatens to undermine the foundations of the rule of law. It was also reported by the blogger’s wife that pressure is being exerted on their family through their children[138].
July 26, Almaty, Rustam Zhylanbaev, the son of the renowned ultramarathon runner M. Zhylanbaev , (Articles 258 and 405 of the Criminal Code of the Republic of Kazakhstan, 7 years’ imprisonment), issued a public statement. He said that his 62-year-old father is in extremely poor health and can hardly walk while imprisoned[139].
July 26, the International Federation of Journalists (IFJ) condemns the Kazakh Foreign Ministry’s decision not to accredit sixteen journalists from Azattyk and Azattyk Asia[140].
July 26, Astana: Employees of the Committee of the Penal System reported on M. Zhylanbaev’s condition (Articles 258 and 405 of the Criminal Code of the Republic of Kazakhstan, 7 years’ imprisonment): “There is no cause for concern. Medical workers visit him regularly”. The Committee of the Penal System’s employees also cautioned about the consequences of spreading misinformation and advised individuals to rely solely on official sources[141].
July 26, Almaty, “We demand that M. Zhylanbaev receive immediate medical assistance and force-feeding! Post photos of Marat urgently. We need to be convinced that the employees of the Committee of the Penal System are telling the truth. We also need to see proof that Marat is in satisfactory condition”, said B. Toregozhina[142].
July 26, Kostanay: The Kostanay Region Human Rights Center filed a lawsuit regarding the unlawful placement of civil activist Sergey Zinchenko in a psychiatric hospital and his subsequent 65-day detention. The court has accepted the lawsuit for consideration[143].
July 27, Semey, as part of the Republican campaign, “Children in the Night City”, police in the Abai region identified 84 teenagers. Of those, 81 were found to have committed administrative offenses, and 3 were identified as neglected. The authorities placed three minors in the Adaptation Center[144].
July 28, Stepnogorsk, M. Zhylanbaev (Articles 258 and 405 of the Criminal Code of Kazakhstan, 7 years’ imprisonment) was visited by lawyer Denis Malyuga. According to the lawyer, Marat has lost weight since his last visit on July 18, but he is still on a hunger strike and fighting for his rights. Marat claims that the prison administration and the Employees of the Committee of the Penal System are dishonest when they say that all conditions of detention comply with the law and that there are no violations. He says that the cell is terribly unsanitary, with mold, dampness, a rotten floor, and rats and mice running around[145].
July 28, “Mr. Lastayev has also never visited Mr. Zhylanbaev. I don’t have access, and he won’t even visit M. Zhylanbaev”, responded human rights activist B. Toregozhina to A. Lastayev’s statements regarding M. Zhylanbaev[146].
July 28, Almaty, B. Toregozhina: A notice was sent by the police regarding the necessity of appearing at the police department. The purpose of the visit was to review administrative materials. These materials concerned the commission of an offense under Article 456-2, Part 3 of the Code of Administrative Offences of the RK. The specific offense was “Placement and dissemination of false information”[147].
July 28, Astana: The Ministry of Internal Affairs has announced a significant change in legislation. This change is aimed at protecting personal data and improving security in the financial services sector. Criminal liability has been introduced for transferring one’s bank details to third parties by a new Article 232-1 of the Criminal Code of the Republic of Kazakhstan[148].
July 28, Astana: Portal 24kz reports that Article 17, Paragraph 3 of the Water Code of the Republic of Kazakhstan states the following: “It is prohibited for individuals and legal entities to restrict public access to bodies of water intended for common use by installing barriers, guard posts, or prohibitory signs. The state is the only entity permitted to restrict access in exceptional cases, with private owners having no such authority”[149].
July 28, Podgorica (Montenegro): D. Smailova, the leader of the NeMolchiKZ foundation from Kazakhstan, which provides assistance to individuals who have experienced domestic and sexual violence, and her spouse A. Mukhamedzhanov, were granted asylum in Montenegro — nearly two years after submitting their request[150].
July 29, Astana, A. Abishnev reports, “In the building where the court hearing on the case of A. Tokpaeva (Article 380 of the Criminal Code of the Republic of Kazakhstan) was held, I began to receive provocative messages. Their purpose was to destabilize, unbalance, and provoke me into taking illegal actions”[151].
July 29, Almaty: A report was filed against human rights defender B. Toregozhin at the police station by District Police Officer M.T. Toybaev under Article 456-2, Part 3 of the Code of Administrative Offences of the RK: “Distribution of false information”[152].
July 29, Stepnogorsk, Raisa Sher visited M. Zhylanbaev at Institution No. 4 and reported that he “feels well, has no health complaints, regularly exercises (including “running”), visits the library, and reads literature. He has no complaints about the conditions of detention, the food, or the use of torture, physical force, or moral pressure by the institution’s staff”[153].
July 29, The UN Working Group on Arbitrary Detention issued Conclusion 18/2025 regarding the detention of M. Zhylanbaev. The Working Group determined that his detention was arbitrary, in violation of seven articles of the Universal Declaration of Human Rights and six articles of the International Covenant on Civil and Political Rights (ICCPR). The Working Group urged Kazakhstan to release M. Zhylanbaev[154].
July 29, Astana: N. Zhusupova reported on the persecution of M. Zhylanbaev’s lawyers by the authorities. On July 25, she visited the Akmola Region’s Department of the Penal System. There, she was blackmailed into writing a statement against lawyers M. Doskarayev and D. Malyuga, claiming that they were spreading false information. She was promised that she would be shown a video of M. Zhylanbayev in exchange for such a statement. However, she refused to write the statement[155].
July 29, Semey: A group of mothers with many children gathered outside the regional akimat building to demand a meeting with Akim B. Uali. Their main reason for appealing was their difficult socioeconomic situation. They complained about a lack of housing and low incomes, as well as a lack of access to quality social services and support in matters of employment and medical care[156].
July 30, Astana, A. Tokpaeva, Article 380, Part 3 of the Criminal Code of the Republic of Kazakhstan. The court sentenced A. Tokpaeva to two years of restricted liberty. The basis for the case was her visit to the Supreme Court on April 10, 2025, to observe the trial. During this time, she allegedly inflicted bodily harm to a representative of the authorities in the head and neck area with her right hand[157].
July 30, Almaty, “M. Zhylanbaev is on an indefinite hunger strike! If anything happens to him, Ombudsman A. Lastayev will be held responsible for his death. His office is trying to convince the nation that Marat is starving himself for experimentation purposes and that he has no demands”, declared human rights defender B. Toregozhina[158].
July 30, Duman Smakov, editor-in-chief of the Kazakh-language version of Factcheck.kz and member of the working group on the draft law “On Mass Media”, examines how the ongoing pressure on Radio Azattyk, which began in 2022, and the laws “On Online Platforms and Online Advertising” and “On Mass Media» adopted in 2023 and 2024, as well as new accreditation rules, could potentially harm not only Azattyk but also other journalists[159].
July 30, Almaty: The Bostandyk District Court partially upheld S. Bokaev’s claim against blogger A. Budarov, recognizing the dissemination of information about S. Bokaev regarding the recovery of moral damages in the amount of 500,000 tenge and court costs as invalid[160].
July 30, Almaty: At a press conference, the lawyers demanded the termination of the criminal case against A. Abdurakhmanov, the author of the channel “Through the Eyes of History”, under Article 174 of the Criminal Code of the Republic of Kazakhstan. The defense attorneys stated that they had not reviewed the case materials yet. They said that they do not know who the complainant is, what the basis is, or why this case was initiated[161].
July 30, Kokshetau: N. Zhusupova was detained. She was taken to the police station. According to the police, the reason was a video posted on social media in which she allegedly “insulted officers”. The court found her guilty under Article 667, Part 1 of the Code of Administrative Offences RK and sentenced her to 10 days in jail[162].
July 30, Astana hosted a discussion about the results of a study on LGBT propaganda. Proposals to introduce criminal liability were also presented. The results of a study on the impact of LGBT propaganda on children and adolescents were presented. Usen Suleimen, the head of the National Fund for Prosperity, began his closing remarks by assuring the audience of his own “traditionalism” and then summarized the discussion[163].

July 31, Almaty: A video was recorded by employees of the Baganashyl orphanage in which they describe the events that have transpired since the president intervened in the case. An unscheduled meeting was held. They were asked to write letters of resignation of their own free will. The employees are of the opinion that this constitutes a deliberate endeavor to remove those who have defended the rights of orphaned children[166].
July 31, Almaty, B. Toregozhina, Article 452-2, Part 3 of the Code of Administrative Offences of the Republic of Kazakhstan. A court hearing was held against the human rights defender. This was due to a post about the serious health condition of M. Zhylanbaev. During the trial, the defense filed a motion to declare inadmissible the report and protocol on which the case against B. Torgozhina was based, demanding their exclusion as they are “based on assumptions”. Judge B. Shamshaeva found B. Toregozhina guilty and imposed a fine of 20 MCI, equivalent to 78,640 tenge[167].
July 31, Stepnogorsk, Institution No. 4: Lawyer M. Doskaraev visited M. Zhylanbaev. For a period of three hours, the lawyer was prevented from seeing Marat. His working documents, including the draft of the appeal he had planned to discuss with Marat, were confiscated. Upon learning of the false statements made by R. Sher and A. Lastayev, a statement was written by M. Zhylanbaev and addressed to the prosecutor of the Akmola region regarding their dissemination of false information. The statement was handed to his lawyer by M. Zhylanbaev. However, prison officials took the statement and said they would register it themselves, which is also illegal[168].
July 31, Kokshetau, Institution No. 65, T. Danebaev, Article 174 of the Criminal Code of the Republic of Kazakhstan, 3 years’ imprisonment. “Timur reported a violation of his rights over the phone. He said that he had not been allowed to make calls for more than three weeks. His requests to make calls are not being recorded”, reported B. Toregozhina[169].
July 31, Astana, Ministry of Internal Affairs Internet resource: From the start of the year until now, 47 criminal cases have been registered involving the publication of knowingly false information, and 64 cases have been registered for inciting national, religious, or social discord. All of those who violated the law were brought to justice and received penalties ranging up to several days of administrative arrest[170].
