Я представляю правозащитное движение «Елимай – защита прав человека в Казахстане».
Согласно заявленной теме сессии, хочу обратить внимание дипломатов и спецдокладчиков ОБСЕ, на злоупотребление использования биометрических данных и искусственного интеллекта правоохранительными органами Казахстана, в контексте систем уголовного правосудия.
В рамках общей кампании политических преследований, незаконной слежки через социальные сети, наружное видео-наблюдение через IP-камеры Hikvision, сотрудники полиции и Комитета национальной безопасности вычисляют круг инакомыслящих лиц. Сюда входят не только сами активисты, но их члены семьи, друзья, работодатели, учителя, и даже банки. Задача у такой тотальной слежки и давления – заставить человека отказаться от гражданской активности.
Например, сотрудники Комитета национальной безопасности на основании устного распоряжения требуют у Каспи Банк, незаконно передать персональные данные по движению денег и обычных переводов на счетах активистов и правозащитников, их родственников и друзей. На основании таких данных были потом тайно осуждены 15 человек в разных городах: правозащитники и активисты, которые собирали через социальные сети гуманитарную помощь.
Другой пример, спецслужбы используют информационные базы, включая медицинские, школьные, университетские для оказания давления на активистов и их членов семьи. Шантажируют или публикуют персональную информацию о болезнях, заставляют врачей отказывать в медицинской помощи, если активист не поддается давлению из-за уголовного или административного политически мотивированного преследования.
Пример, политическое убийство Гарифуллы Ембергенова. Ему отказали в жизненно важном диализе из-за того, что он выходил на протесты. Врач прямо ему так и сказала за несколько часов перед его смертью.
Это лишь маленькие, но конкретные примеры, как используются китайские системы слежения для тотального контроля.
В связи с этим, мы обращаемся к странам ОБСЕ, оказать публичную поддержку политически преследованным, участвуя в политических судах и посещая политзаключенных. Рассмотреть, вопрос введения персональных санкций в отношении банков, а также руководства Комитета Национальной Безопасности РК, за систематические нарушения прав человека в Казахстане.

I represent the human rights movement “Elimay – defence of human rights in Kazakhstan”.
According to the declared topic of the session, I would like to draw the attention of diplomats and OSCE special rapporteurs to the misuse of biometric data and artificial intelligence by the law enforcement bodies of Kazakhstan, in the context of criminal justice systems.
As part of a general campaign of political persecution, illegal surveillance through social networks, and outdoor video surveillance through Hikvision IP cameras, police officers and the National Security Committee are calculating the circle of dissenters. This includes not only the activists themselves, but their family members, friends, employers, teachers, and even banks. The purpose of this total surveillance and pressure is to force a person to abandon civic activism.
For example, employees of the National Security Committee on the basis of a verbal order demanded from Kaspi Bank, illegally transfer personal data on the movement of money and ordinary transfers in the accounts of activists and human rights defenders, their relatives and friends. On the basis of such data 15 people were then secretly convicted in various cities: human rights activists and activists who collected humanitarian aid through social networks.
Another example, intelligence services use information databases, including medical, school and university databases, to put pressure on activists and their family members. They blackmail or publish personal information about illnesses, forcing doctors to deny medical treatment if the activist does not succumb to pressure due to criminal or administrative politically motivated prosecution.
An example is the political murder of Garifulla Yembergenov. He was refused life-saving dialysis because he was protesting. The doctor explicitly told him so a few hours before his death.
These are just small but concrete examples of how Chinese surveillance systems are used for total control.
We therefore appeal to OSCE countries to publicly support the politically persecuted by participating in political trials and visiting political prisoners. Consider imposing personal sanctions on the banks and senior officials of the National Security Committee of Kazakhstan for systematic human rights violations in Kazakhstan.
